Because when it comes to playable female characters people value sexy over muscles, experience, et cetera. From my experience, more often than not, female players like to play sexy characters and the virtual drag queens do as well. It's counterinutive, but that's the way things are. Just the other day I was reading a thread on the Age of Conan (lackluster MMORPG) forums written by a woman who claimed to have quit because female character clothing wasn't sexy enough. We can only hope that these models will remain and don't follow the original female horde members from WoW...
The female still looks a lot prettier than the male Witch-doctor, so it's halfway between both... (plus maybe some blizzard employees like pears )
